None of them. None of them would have the power to rule and control the others. Zeus/Jove is the only god who is able to keep peace and order. Without him, the universe would collapse into war and madness. No god but Zeus/Jove is powerful enough to rule the others. (Zeus/Jove is greater than all the other Olympians Combined.) So therefore, it does not matter.
I agree with the person above me. As much as I hate Zeus, he's the only god that's able to keep Olympus at bay. But I'm voting for Hestia anyway because she's my queen.
If not Zeus, then Demeter. Even if she has her tantrums, she keeps peace. I don’t think Hestia is fit for the job because she’s a little soft-spoken, can’t get anyone to listen to her, and to modest to be strict.

Poseidon is the closest i. power to zeus but is nowhere near in power.
I would say Hera, as she’s not a bad god (if you take Zeus out of the picture) and is (other than Poseidon) the strongest on this list...
I do not think that the gods would be content to obey anyone but the one that can exercise the most authority over their collective number and also demonstrate not only concern for his reign but also a reasonable quantity of affection towards his subjects, who in these circumstances happens to be Zeus. But Hera, had Zeus never been born, would be the most justifiable choice to rule in his stead.

That’s what I personally think, as she’s a goddess of rulership and arguably the strongest amongst the goddesses...
She’d be a good ruler, but her rule wouldn’t last very long if she couldn’t get a couple other powerful deities on her side...

I would argue that Poseidon/Neptune would overthrow her, but yes, I agree with your other points.
I believe Hades/Pluto would actually be better than all these people, though not as powerful as Zeus/Jove, but sadly, he is not here to vote for.
